A ONE-DAY MEETING OF THE KETU NORTH MUNICIPAL LEAP IMPLEMENTATION COMMITTEE ON THE LEAP REASSESSMENT PROGRAMME

In 2007, Ghana launched the National Social Protection Strategy, followed by the Livelihood Empowerment Against Poverty (LEAP) program in 2008.  LEAP provides cash grants to the poorest 20% of Ghanaians, and has grown significantly, now reaching over 200,000 beneficiaries.  The Ketu North Municipal Assembly has been actively involved, registering over 1,600 households and disbursing substantial funds.  In January 2024, the LEAP Implementation Committee and stakeholders met to discuss the upcoming LEAP Reassessment Programme.

The reassessment aims to update beneficiary information, identify those no longer eligible, and ensure fair enrollment opportunities for all eligible households.  The meeting included presentations on the reassessment strategy, lessons learned from pilot programs, and the national rollout.  Participants discussed the need to identify alternative support for those exiting the program and addressed concerns about data quality, particularly given past issues with the Ghana National Household Registry (GNHR).  The Assembly committed to forming a monitoring and evaluation team to oversee data collection and ensure its accuracy,and also committed to working with CSOs to ensure data quality.  The committee emphasized its commitment to the program’s goals of poverty reduction and empowerment, highlighting the importance of public sensitization and stakeholder involvement for successful implementation.
